Introduction

The free basic health service program in Simalungun Regency aims to increase public access to health services. However, the data shows that the re-utilization of the Bandar Huluan Health Center in 2010 is still low, only reaching 39.4%. This raises the question: Why are people less interested in re-utilizing the Bandar Huluan Puskesmas? To answer this question, a study was conducted to reveal the effect of organizational factors and service providers on the rearrangement of the Bandar Huluan Health Center.

Methodology

A study * Explanatory Survey * was conducted to reveal the effect of organizational factors and service providers on the rearrangement of the Bandar Huluan Health Center. This study involved 94 general patients chosen proportionally random sampling from 1270 patients in 7 villages in the working area of the Puskesmas Bandar Huluan. Data was collected through interviews with a questionnaire and analyzed using multiple logistics regression.

Results

The results showed that the organizational and service provider factors had a significant influence on the rearrangement of the Bandar Huluan Health Center. Factors of the availability of human resources, especially the number of health workers, is a dominant factor that affects the patient's interest in re-utilizing the service.

Increasing officers incentives: A worthy incentive will motivate officers to provide better and professional services. Providing education and training for officers: Training will increase officers' knowledge and skills, so they are able to provide more optimal services.
