Introduction

Tanjungbalai City has been plagued by various disasters, including floods, which have had a significant impact on the community's life, affecting aspects such as economics, social, health, and education. In this context, it is crucial to evaluate the performance of the Disaster Management Unit (Satlak PB) as a non-structural agency that functions in disaster management. This study aims to analyze the influence of individual and psychological factors on the performance of Satlak PB officers in Tanjungbalai, given the large impact of disasters.

The Importance of Disaster Management in Tanjungbalai City

Tanjungbalai City has experienced various disasters, including floods, which occurred in recent months in 2008. This flood has a significant impact, damaging various aspects of community life, such as economics, social, health, and education. In this context, it is essential to evaluate the performance of the Disaster Management Unit (Satlak PB) as a non-structural agency that functions in disaster management. This study aims to analyze the influence of individual and psychological factors on the performance of Satlak PB officers in Tanjungbalai, given the large impact of disasters.

Research Methodology

This study uses an explanatory survey approach that examines the influence of various factors, both individuals and psychologists, on the performance of Satlak PB officers. The research population included 43 officers from various agencies who played a role in disaster management, such as Kesbanglinmas, Tanjungbalai District Police, Tanjungbalai Navy Base, and several related agencies. Data was collected through a structured questionnaire during the period February to March 2010, and the analysis was carried out using multiple linear regression with a 95% confidence level.

Research Result

The results of the analysis show that two psychological factors, namely personality and motivation, have a positive and significant influence on the performance of officers. Personality contributes significantly with the value of ρ = 0.002, while motivation shows stronger results with a value of ρ = 0,000. On the other hand, factors such as abilities, skills, background, perception, attitudes, and learning do not show a significant effect on the performance of PB Satlak officers. This confirms that although individual factors are important, the success of disaster management is also very dependent on the psychological aspects of officers.

Analysis and Implications

This finding highlighted the importance of considering psychological aspects in the process of recruiting and developing Satlak PB officers. By emphasizing personality and motivation, officers' performance can be more optimized. In the context of the organization, this means that the selection process must not only focus on technical abilities but also needs to pay attention to individual characters and motivation.

Given the dynamics of disaster situations that are often difficult to predict, mental endurance and intrinsic encouragement to officers are very important. Therefore, training that aims to hone motivation and build the character of officers also needs to be integrated in the coaching program.

The Role of Psychological Factors in Disaster Management

Psychological factors play a crucial role in disaster management, particularly in the preparedness phase. Officers with strong personality and motivation are more likely to perform well in disaster situations. This is because they are more resilient, adaptable, and able to make quick decisions under pressure.

Recommendation

Based on the results of the study, it is recommended that the PB Satlak reforms, especially in the way of recruiting officers. The focus should be given to psychological factors that need to be strengthened. In addition, the formation of the Regional Disaster Management Agency (BPBD) is expected to be carried out immediately to replace the role of Satlak PB, so that disaster management in Tanjungbalai City can run more effectively and efficiently.

Conclusion

By understanding the influence of individual and psychological factors on the performance of disaster management officers, we can design a better strategy to face future challenges and increase preparedness in dealing with disasters that might occur. This study highlights the importance of considering psychological aspects in the process of recruiting and developing disaster management officers.

Limitation of the Study

This study has several limitations. Firstly, the sample size is relatively small, which may not be representative of the entire population of disaster management officers. Secondly, the study only focuses on the preparedness phase of disaster management, and does not consider other phases such as response and recovery.
