Introduction

The Deli Serdang Regency, located in North Sumatra, Indonesia, has been experiencing rapid development, which has led to an increase in population and community needs. Unfortunately, this growth has also triggered various risks, including pollution and environmental damage. To maintain environmental sustainability, an integrated environmental management system is necessary. The legal basis for environmental management in Indonesia is regulated in Law No. 23 of 1997 concerning Environmental Management.

Prior to the enactment of regional autonomy, the authority in environmental management was entirely in the hands of central and provincial government institutions. The accountability was spread across various departments with centralistic principles. However, with the enactment of Law No. 22 of 1999 concerning Regional Government, there was a shift in authority towards decentralization. This provides the region, including Deli Serdang Regency, a broader and thorough authority in environmental management.

Background of the Study

The main focus of this study is the institutional authority, especially the authority of the Regional Environmental Impact Control Agency (Bapedalda) and related agencies in controlling environmental impacts in Deli Serdang Regency. This study aims to analyze the application of local government policies in the arrangement of organizational duties and functions. In addition, this research will also identify the duties and effectiveness of Bapedalda as a coordination agency, as well as examining the possibility of overlapping authority between Bapedalda and other agencies in the district.

Methodology

The methodology used in this study is analytical descriptive with a qualitative approach. Primary data is obtained through interviews with purposive sampling techniques, while secondary data is obtained through literature search. The data collected is then analyzed using inductive and deductive methods.

Results and Discussion

The results showed that environmental impact control in Deli Serdang Regency is still sectoral, with separate authorities in each related agency. Bapedalda functions as a coordination agency but has not yet operated effectively. This is due to the lack of clarity in the details of the division of tasks between organizational units. In addition, there was also an overlapping authority between Bapedalda and other agencies, including the North Sumatra Province Industry and Trade Office. This overlapping is much influenced by the interpretation of legislation that seeks to maintain the authority of each institution.

Furthermore, the delay of local governments in issuing implementation instructions as a follow-up to various regulations is also a problem. This delay has resulted in a lack of coordination and alignment of tasks between Bapedalda and related agencies, which has hindered the effective and sustainable environmental management in Deli Serdang Regency.

Conclusion

Overall, this research shows that the control of environmental impacts in Deli Serdang Regency has not been implemented in full and comprehensively. Therefore, efforts are needed to increase coordination and alignment of tasks between Bapedalda and related agencies to achieve more effective and sustainable environmental management. This effort is important so that every policy taken can have a positive impact on environmental sustainability and community welfare.

Recommendations

Based on the findings of this study, the following recommendations are made:

Improvement of Bapedalda's Function: Bapedalda should improve its function as a coordination agency by clarifying the division of tasks between organizational units and ensuring that all related agencies are working together effectively.
Reduction of Overlapping Authority: Efforts should be made to reduce the overlapping authority between Bapedalda and other agencies, including the North Sumatra Province Industry and Trade Office.
Issuance of Implementation Instructions: Local governments should issue implementation instructions as a follow-up to various regulations to ensure that all related agencies are working together effectively.
Capacity Building: Capacity building programs should be conducted to improve the skills and knowledge of Bapedalda and related agencies in environmental management.

By implementing these recommendations, it is hoped that the control of environmental impacts in Deli Serdang Regency can be improved, and the region can achieve more effective and sustainable environmental management.

This study has several limitations, including:

Limited Scope: The study only focuses on the institutional authority in controlling environmental impacts in Deli Serdang Regency and does not cover other aspects of environmental management.
Qualitative Approach: The study uses a qualitative approach, which may limit the generalizability of the findings.
Limited Data: The study relies on primary and secondary data, which may be limited in scope and depth.

By conducting further research in these areas, it is hoped that the findings of this study can be built upon, and the control of environmental impacts in Deli Serdang Regency can be improved.
