Implementation of the Three Ends Program in Efforts to End Violence against Women and Children in the Department of Women's Empowerment, Child Protection, and the Empowerment of the Medan City Community

Introduction

Violence against women and children is a serious problem faced by many countries, including Indonesia. In recent years, the number of cases of violence in Medan has increased significantly. The city is listed as one of the regions with the highest level of violence in North Sumatra Province, especially in the form of physical and psychological violence. The government through the Ministry of Women's Empowerment and Child Protection (KPP-PA) is trying to be present as a protector for women and children through the Three Ends program, which aims to socialize and handle cases of violence. This article aims to describe the implementation of the Three Ends program in the Department of Women's Empowerment, Child Protection, and Community Empowerment (DP3APM) of Medan City as an effort to end violence against women and children.

Background of the Problem

Violence against women and children is a serious problem that affects many countries, including Indonesia. In recent years, the number of cases of violence in Medan has increased significantly. The city is listed as one of the regions with the highest level of violence in North Sumatra Province, especially in the form of physical and psychological violence. The government through the Ministry of Women's Empowerment and Child Protection (KPP-PA) is trying to be present as a protector for women and children through the Three Ends program, which aims to socialize and handle cases of violence.

Research Methods

In this study, the method used is descriptive with a qualitative approach. Data was collected through interviews, observations, and documentation related to the implementation of the Three Ends program. The data obtained was then analyzed qualitatively using the implementation model theory approach.

Research Result

The results showed that the implementation of the Three Ends program in Medan City DP3APM did not meet policy variables or programs as explained by Donald Van Meter and Carl Van Horn. Although the law functions as the standard and target of this program, in fact, the standards and targets are not running optimally. The implementers in the DP3APM have the competence in implementing the Three Ends program, but the limitations of resources, especially infrastructure, are still a challenge.

Communication and Collaboration

Medan City DP3APM has established communication with Non-Governmental Organizations (NGOs) and other agencies through socialization and meeting activities. The integrated bureaucratic structure between KPP-PA and DP3APM allows synergy in the implementation of the program. Support from the implementers was also seen in their responsive attitude in conducting socialization activities and providing services to victims of violence. This shows a strong commitment to overcome the problem of violence against women and children.

Additional Analysis and Explanation

Based on these findings, it is clear that even though the Three Ends program has been declared, there are still some obstacles that must be overcome so that this program can run effectively. One of them is the need to improve infrastructure and other supporting resources. Without adequate support, it is difficult to achieve the goals of this program, which is to end violence against women and children. Collaboration with various parties, including NGOs, also needs to be improved to expand the range of programs and provide more support to victims. Strengthening communication between institutions will create a more solid supporting system in handling cases of violence.

Conclusion

Despite the challenges in the implementation of the Three Ends program in Medan, the efforts of the government that are sustainable and collaboration with various parties are the key to dealing with this issue of violence. It is necessary to work hard and commitment of all stakeholders so that the vision to end violence against women and children can be realized.

Based on the findings of this study, the following recommendations are made:

Improve infrastructure and other supporting resources to support the implementation of the Three Ends program.
Improve collaboration with various parties, including NGOs, to expand the range of programs and provide more support to victims.
Strengthen communication between institutions to create a more solid supporting system in handling cases of violence.
Increase the commitment of all stakeholders to work hard to achieve the vision of ending violence against women and children.
